La CRUI coordina un progetto di borse di studio deliberate e messe a disposizione dalle università italiane e destinate a studenti e studentesse palestinesi residenti nei Territori Palestinesi affinché possano iscriversi a corsi di studio accademici in Italia per l’AA 2025/2026 (Progetto IUPALS - Italian Universities for Palestinian Students).
Il progetto è stato condiviso con il Ministero degli Affari Esteri e della Cooperazione Internazionale, il Ministero dell’Università e della Ricerca e il Consolato Generale d’Italia a Gerusalemme e prevede come partner locali le Scuole di Terrasanta e la Fondazione Giovanni Paolo II.
Si ricorda che il Progetto IUPALS, per cui è attivata l'evacuazione da Gaza con l’assistenza del Ministero degli Affari Esteri e della Cooperazione Internazionale, prevede esclusivamente borse di studio deliberate e gestite dagli atenei aderenti e non si occupa di ricongiungimenti familiari. Come segnalato dalle autorità compenti, gli interessati potranno attivare le richieste di ricongiungimento familiare una volta regolarizzata la propria posizione in Italia con permesso di soggiorno e presentando domanda presso le Prefetture del luogo di residenza.
Gli studenti borsisti devono aver fatto anche regolare domanda di preiscrizione accademica tramite il Portale Universitaly.
La CRUI non finanzia, né attiva borse di studio e si rapporta esclusivamente con gli atenei aderenti al progetto e con le Istituzioni di riferimento (MUR e MAECI), per il tramite di comunicazioni ufficiali e non ha coinvolto nel coordinamento del progetto IUPALS enti o soggetti terzi esterni al sistema universitario.
Si ricorda che ogni borsa deve rispettare i requisiti minimi concordati dagli atenei con la CRUI, e quindi prevedere:
- Tasse universitarie;
- Alloggio in Italia (presso le residenze universitarie, o strutture convenzionate, o tramite altre soluzioni idonee identificate dagli atenei);
- Vitto (tramite le mense universitarie, o altre strutture convenzionate, o altre soluzioni idonee identificate dagli atenei);
- Assicurazione sanitaria (tramite iscrizione al SSN, oppure sottoscrizione di una polizza privata, o tramite altre soluzioni idonee identificate dagli atenei);
- Viaggio aereo dei borsisti per l’arrivo in Italia (soprattutto per i borsisti di Gaza).

NOTICE OF PUBLICATION OF UNIVERSITY CALLS
The Conference of Italian University Rectors (CRUI) coordinates a scholarship project addressed to Palestinian students residing in the Palestinian Territories so that they can benefit from international training by accessing academic programs in Italy.
The project, shared with the Ministry of Foreign Affairs and International Cooperation, the Ministry of University and Research, and the Consulate General of Italy in Jerusalem, provides a total of 97 scholarships distributed among 35 participating universities. Local partners of the project are the Terra Sancta Schools and the Giovanni Paolo II Foundation.
The project also includes the provision of an Italian language and culture course, preparatory to academic enrolment, carried out by some of the universities participating in the project according to a coordinated model
Beneficiaries
The project is aimed at Palestinian students residing in the Palestinian Territories interested in attending a complete cycle of university studies (Bachelor, Master, Single Cycle degree program) at one of the Italian universities participating in the Project. Beneficiaries must successfully complete the course of Italian language as specified in the call. Students already enrolled in an Italian university cannot participate in the IUPALS Project call.
Project Activities
- Scholarship Provision: Scholarships will be awarded starting from the 2025-2026 academic year and are intended for an entire cycle of studies. The maintenance of the scholarship for each year of the study program will be subject to the merit and performance requirements established by each university.
- Italian Language Course: Before the start of academic programs in Italy, students will participate in an Italian language course organized within the project, lasting 5 months, from June 3rd to October 30th, 2025. This course will be held in Bethlehem and Ramallah.
Timelines
- May 8th, 2025: Publication of the CRUI Notice; Opening of the university calls for scholarships; Opening of registrations for the Italian language course provided by the IUPALS Project.
- May 23rd, 2025: Deadline for registrations for the Italian language course provided by the IUPALS Project.
- June 3rd, 2025: Start of the Italian language course at the Bethlehem and Ramallah locations.
- October 23rd, 2025: End of the Italian language course.
- November 30th, 2025: final deadline to submit the study visa application to the Offices of the Consulate General of Italy in Jerusalem (it is recommended to submit applications well in advance of the planned departure date to Italy).
ATTENTION
The CRUI does not provide information on the IUPALS universities’ calls and does not manage any application procedure.All information regarding the admission criteria for university courses and scholarships is to be found in the specific call of each university and must be verified directly with the universities participating in the Project.
